LTO Rules 2026: Checklist for Car Owners
By Richard Cuagdan, Mitsubishi Sales Executive ·
Quick answer: The LTO rules 2026 car owners need to know, in brief. In 2026, brand-new dealer-registered vehicles get a 5-year initial registration (from February 15), fake or improvised plates can get your car impounded (since September 1), apprehended drivers have 15 working days to settle fines instead of on-the-spot license confiscation, and the e-license in LTMS/eGovPH is valid.
Ang daming bagong LTO rules ngayong 2026. Here's a quick checklist so you're updated, whether you just got a brand-new car or you've been driving for years. Rules can still be updated, so always check the LTO's official announcements.

1. 5-year initial registration for brand-new cars
Starting February 15, 2026, brand-new cars and motorcycles registered through dealers get a five-year initial registration, up from three years. What's still required:
- Compulsory third-party liability (CTPL) insurance must stay valid.
- A roadworthiness check is required around the fourth year.
- After the five years, registration is renewed yearly.
- Used vehicles don't qualify. Check the expiry printed on your Certificate of Registration (CR).

2. Fake and improvised plates: impound risk
Since September 1, 2026, the LTO has been cracking down on fake and improvised plates, and violators risk having their vehicles impounded. If your plates aren't out yet, ask your dealer about the status and keep your official registration documents in the car. Don't make your own "commemorative" or printed plates.
3. 15 working days to settle fines
Under the LTO's new enforcement rules, there's no more on-the-spot confiscation of licenses. Apprehended drivers are given 15 working days to settle their fines. Settle on time to avoid further penalties.

4. Your e-license is valid
The electronic driver's license you can access through the LTMS portal or the eGovPH app is recognized as valid. Make sure your account is set up and you can open it quickly when asked.
5. Pedestrian safety: license revocation
An October 9, 2026 LTO memorandum states that drivers who endanger pedestrians may have their licenses revoked. Slow down near crossings and schools, and always yield at pedestrian lanes.

Quick owner checklist
- Check the registration expiry on your CR
- Keep CTPL valid
- Use only official plates
- Set up your LTMS / eGovPH account
- Settle any violation within 15 working days
- Yield to pedestrians, always
